Chrome Packaged Apps explained by Erik Kay .
For those who unfamiliar, Chrome Packaged apps are written in HTML5,
JavaScript, and CSS, but have the quality of native
applications.
During the I/O 2013, Erik Kay gave an update on the status of packaged apps. According to him, packaged apps are:
* Immersive: they can run full-screen and are tightly integrated into the underlying OS
* Capable: they have access to hardware such as web cams
* Both offline-enabled and cloud-enabled by default
* Cross-platform by default, including on mobile
